The BTO "Lottery": Launch Price vs Resale Value Ten Years On

What a 2013–2016 BTO 4-room launched at, against what the same-vintage flats sell for on the resale market now.

Key finding

A 4-room BTO in an outlying town launched around 2013–2016 for about S$280,000. The same-vintage flats now resell for roughly S$650,000 — about 2.3 times the launch price, a paper gain near S$370,000. Most of that came from riding the 2021–2025 price surge, not the BTO discount alone.

The catches

  • It is a paper gain. Selling means buying somewhere else — almost always another flat or a condo at today's prices — so the gain is mostly locked in place.
  • Not everyone gets a BTO. Ballot success for a popular project can be worse than 1 in 10, and first-timers wait through several exercises.
  • You cannot sell until 5 years after key collection — roughly 8 to 10 years after you apply. This return took a decade to bank.

What it means

  • BTO is still the cheapest route into ownership if you can get one and can wait the decade.
  • But treat the capital gain as a bonus, not the plan. Buy the flat because it is a home you can afford — the 2013–2016 windfall was the market, and the market does not owe the next cohort the same.
