HDB Flats Got Smaller After the 1990s — and Never Went Back

What changed

• Flats grew from the 1970s to a peak in the 1990s — a 1990s 4-room at 103 sqm was the largest standard 4-room HDB ever built.
• HDB cut standard flat sizes in the late 1990s. A 2000s-onward 4-room is around 90–93 sqm and has stayed there through the 2010s and 2020s.
• The cut was about 10 sqm for the 4-room and 9–12 sqm for the 5-room — close to the floor area of one small bedroom. The 3-room was trimmed less.

What it means for a buyer

• "4-room" is a label, not a size. An older resale 4-room is often physically larger than a newer one — compare the actual floor area, not the type name.
• The larger older flats also have shorter leases left. The extra 10 sqm and the missing 25 years of lease are the same trade-off.
• Newer layouts lost some of that area to more efficient plans — fewer long internal corridors, no separate household shelter in the oldest blocks — so usable space fell by less than the gross figure suggests.
