Shops Downstairs, or a Walk to the Mall — HDB Retail Density by Town

HDB blocks with a shop, market or hawker centre in them, per 10,000 flats, by town.

Key finding

Bishan has about 47 HDB blocks with a shop in them per 10,000 flats. Punggol has 8. The older estates thread convenience retail through their ground floors; the newer towns pull it into a few malls.

The planning shift

  • Estates built before about 2000 spread shops, coffee shops and wet markets across the blocks — most flats have something within a short walk on the ground floor.
  • Punggol, Sengkang and Tengah concentrate retail into town hubs and malls, put more cars into multi-storey carparks, and leave more open green space between blocks.
  • Neither is better in the abstract — but they are a genuinely different daily experience, and the data shows the gap is about 3 to 5 times, not a rounding error.

What it means for a buyer

  • If a provision shop, kopitiam or market downstairs matters — elderly parents, no car, young kids — the mature towns deliver it at several times the density.
  • If you would rather have a big air-conditioned mall and do not mind the walk or the bus, the newer towns are built around exactly that.
  • Check the specific block. Town-level density hides big differences — a flat directly above a row of shops versus one at the quiet edge of the same estate.
