Selling Your HDB Flat: The Full Process
From registering an Intent to Sell to handing over the keys — HDB's official selling procedure, the deadlines, and what comes out of your proceeds.
The sale, end to end
- 1Register an Intent to SellOn the HDB Flat Portal. You get a preliminary check of your eligibility to sell and of any resale levy, plus the earliest date you may grant an Option to Purchase.
- 2Wait out the 7-day periodYou can only grant an OTP after 7 days from registering the Intent to Sell. Use the time to price the flat against recent transactions and prepare the paperwork.
- 3Grant the Option to Purchase (OTP)Once you accept a buyer's offer, grant the OTP at the agreed price. The Option Period is 21 days, during which you cannot offer the flat to anyone else.
- 4Buyer requests the value; you both prepare to applyThe buyer submits the Request for Value. On page 4 of the OTP you both agree how many days each side has to submit the resale application.
- 5Submit your portion of the resale applicationEach party submits separately on My Flat Dashboard, within the agreed days and within 7 days of each other.
- 6HDB accepts; endorse, then approvalAfter HDB accepts the application, you settle outstanding items — service & conservancy charges, property tax, the window retrofitting declaration — and endorse online. HDB inspects and approves.
- 7CompletionAbout 8 weeks after HDB accepts the application: attend (in person or via your solicitor), hand over the keys, and receive your sale proceeds.

Your proceeds — what comes off the sale price
The number you walk away with is the price minus these, in order.

Check these before you grant an OTP
- MOP cleared — count from the legal completion date of your purchase, not the key collection date.
- EIP / SPR quota for your block — if selling to a PR household or a different ethnic group, confirm there is room.
- Loan lock-in — selling within a bank loan's lock-in period can trigger a redemption penalty.
- Window retrofitting — casement and sliding windows must meet current safety rules before completion.
